Yes, in the sense that no fragrance is added. Lavender and chamomile appear as botanical extracts in the base, and both are listed so you can decide for yourself. If you know you react to either, patch test first.
The cream is a gentle, fragrance-free daily moisturizer with directions for external use. For a child, ask your pediatrician first, especially on broken skin or for children under two.
